World Nobles, referred to as Celestial Dragons (天竜人, Tenryūbito?), are the highest class of Nobles and the descendants of the World Government's Founders.
They are greatly despised by much of the world, given their amoral actions and disregard for any other life. However, this animosity is contained because of the risks that may befall someone for talking back against a World Noble.
Overview[]
World Nobles stand far apart and higher to the Nobles populating the rest of the world. In fact, this disparity is so big that they are the only nobles allowed to live at Mary Geoise, atop the Red Line, effectively looking down on everyone else. With their connection to the World Government running deep, they transform their superiority into "forgivable actions".
Whenever the World Nobles walk among the "mortals", they choose to wear bubble helmets in order to protect themselves from and not breath the same air as commoners. Though in the past, these helmets could only be used at Sabaody Archipelago, the Government developed them to function in about any place.
Without the need for an explicit order, a World Noble may prompt everyone else around them to bow, either in respect or fear.

In contrast to their self-deemed superiority and arrogant behavior, most World Nobles harbor a fear for those who bear the initial D. The D are said to be the "enemies of the Gods".
Since a young age, older World Nobles always try to lecture their children into fearing the D., usually comparing its bearers to horror fairy tales.

Whereas in a normal society, most of the money steems from the poor people (as in, their combined funds are much more than the nobles' combined money), the reality of this world is something else.
The World Nobles, each, possess an incredible amount of wealth. Given that part of the money from hunted bounties is taken by the Government and that they receive the Heavenly Tribute (天上金, Tenjōkin?), a monetary gift sent by other countries, this is not hard to believe in. In fact, regardless of cost, tributes must be paid, or else the country loses their affiliation to the organization or, even worse, it could be destroyed.
