"Paper Cloak" Seere is a man hailing from Prodence Kingdom. A former messenger and advisor to the king of the island, he has since retired from his position to become a member of the Legion Pirates, in order to track down and recover the island's lost treasures, the King Gloves.

As a Senior Officer, Seere was given the Tou Tou no Mi, granting him the ability to turn any object he touches into a cloth-like barrier around himself, protecting him from attack and bestowing special properties depending on the object. This has made him into a Cloak Human (とう間, Tou Ningen) and has granted him a role as a guardian of the Legion Pirates' more industrial operations.

He is a Senior Officer of the Legion Pirates.

Personality

Seere is a rather scary person on the surface. In combat he has been called a merciless killer, one who traps his opponents inside of his barriers, never to see the light of day again. He has also been called a monster for the services he has put up with in regards to the defense of his jobs, cutting down Revolutionaries with his hatchets for the Prodence Kingdom in the past, and directly facing off against Giants in duels to the death during confrontations against the Legion Pirates and the Ragnarok Pirates in the present.

Deep down however, Seere is a very honest and kind individual. While he does engage in horrific deeds as a pirate, he does so out of a genuine dedication to the people he has honored to protect and not out of any sort of malice or evil. He has been known to use some of the plunder he has captured from enemy crews in order to fund relief efforts for islands that have been ravaged by war, and he has used his own personal territory of Alderbrook as a university rather than a castle, teaching a new generation of children about the arts and science by bringing in new books from other Legion Pirates territories.

This honestness and sincerity makes him a terrible opponent however. Seere will never back down from a fight and, if provoked will ensure that any threat to the Legion Pirates that he identifies is dead before sunset. He will not let others get involved with his fights, seeing them as putting themselves in danger when he can just deal with the threat as best as he can. He also happens to hate the idea of innocent lives being killed, actively using the dull side of his axes when fighting mere soldiers and openly despising those who'd wipe an island of life in order to take it over.

When it comes to Caesar, Seere sees him already as next in line to become the Pirate King. With him holding a massive territory and with his only real competition being the giants of Elbaf, he is fully intent on having the man gain the title by helping him any way he can. He has fought all throughout the Grand Line for the man, and has done his best to protect the man's territories as well as the innocent lives of those who lived in those territories, and as such he has managed to earn the favor of Caesar... though not enough to become a Praetor due to the importance of such a title.

Baal

Needless to say, Seere hates Baal to the core of his being. As fellow Senior Officers, he sees her as the absolute opposite to his own personality, willing to kill for their own sick pleasure and hoarding all the wealth within the crew for her own greedy pleasures. As such he willingly obscures information he gathers from the world from reaching her, sending his own pet vulture Camio to intercept Newscoo heading for her ship and having the bird rip it into pieces in a bit of petty rivalry in regards to her actions.

At the same time, Baal hates him back. She has banned him from the Victoriam, and as such he generally stays away from Dressrosa unless called directly by Caeser himself. However, in spite of the mutual hatred, he would still gladly do what he can to defend her. They are a part of the same crew after all, and until that changes he must keep his honor as a person and not strike down his own ally.

Powers & Abilities

Whirling Hatchet Style

Whirling Hatchet Style is a bladed combat style hailing from the Prodence Kingdom, developed with the use of dual hatchets in mind. By shaking the axes with specific vibrations, the user is able to create bursts of air with each cut, allowing the user to deliver a barrage of aerial slashes capable of cutting through steel barriers, with it's strongest attacks being capable of decapitating foes from a long range. In spite of this, the style is not unblockable, as the techniques of the style can be blocked and countered by swordsmen of equal skill.

Having learned the style while training his body for protecting the king of the Prodence Kingdom, Seere has since adapted his skills to work in conjunction with his Devil Fruit. He has learned how to create frequencies to allow his blade to pass through liquid or gaseous cloaks, allowing him to bypass his defenses to target foes from the inside of his barrier while still being protected by it. In addition, he has learned how to throw his axes and giving them a spinning force, allowing them to boomerang back into his hands after striking the opponent.

Devil Fruit

The Tou Tou no Mi is a Paramecia-Type Devil Fruit that allows the user to touch an object and spread it outward, turning it into a spherical cloak that surrounds the user in order to protect their body. These cloaks can vary in size and makeup depending on the object and the amount of stamina Seere puts into making a cloak, but at the bare minimum they engulf an area a few meters around the user, are always very durable and always center on the user, even following them as they move and engage other foes. The one downside to the Fruit, aside from standard weaknesses is that while few things can come in it also prevents them from coming out, meaning that the user can't push someone out as they're creating a defensive cloak.

In terms of combat, Seere uses it not to protect himself but to trap others from fleeing him in combat. By using a iron shield to create a Death Veil, he is able to imprison his foes within the barrier, forcing them to engage him while preventing others from interfering with his fights. In certain situations however he has been known to use other objects as cloaks to provide a unique battlefield, such as barbed wire, fire or even his own scarves in order to gain a certain edge in combat.

Haki

In terms of Haki, Seere is an absolute master with Kenbunshoku Haki, having awakened his potential in regards to sensing intents and thoughts to the point being capable of seeing slightly into the future. With an effective limit of about five and a sensing radius of hundreds of meters, he can react to attacks before they can even be thrown out and inflict a deadly counter based on what he sees. In addition, he has learned how to use Kenbunshoku to sense how his thrown Hatchets will ricochet off attacks right before throwing them, giving him ample opprotunity in order to choose what angle he needs in order to hit a foe.

When it comes to Busoshoku Haki however, he has only a beginning level in regards to the style thanks to his focus on sharp wits and an absolute defense over brute force. He is capable of using Haki over his blades in order to protect them from strong attacks of course, but he has yet to learn the more advanced applications of the style. When using both Haki in conjunction though, he has learned how to quickly coat a part of himself the split second before an attack lands, giving him a increased stamina in regards to Haki use, letting him use his Busoshoku for longer by only using it in short bursts.

Equipment and Weapons

Twin Hatchets

In combat, Seere wields two regular hatchets made of steel. Due to not being Meito, he goes through them on a regular basis and often stores many different hatchets in a backpack in order to replace those that he breaks or turns into Veils.

Camio

Camio is Seere's personal pet and servant. A gargantuan Vulture from the Prodence Kingdom, Camio is a trusted servant of Seere's, and functions as his personal partner in terms of operations. He will often have Camio carry him into battle, flying over all of the opposing side's forces to head straight for the general before going off to support his allies. As a vulture, Camio has taken to wearing some armor around his body, protecting his wings from being harmed as he goes around and starts slashing foes.

• Jet Beak: Riding Camio, Seere waits for the perfect moment before jumping right off, attracting the opponent's attention by throwing a hatchet. With a opening made, Camio then rams beak-first into their body, breaking any armor that they may have.
