Pompey was an ancient warrior of the time even before the founding of the World Government. Known at his time to be one of the Divine Beasts of the Olympus Empire, he was a warrior single handely defeating armies on his own and developed that much strenght, he helped the empire to conqueror kingdom after kingdom.

However after a fateful battle against ancient Wano, where he got betrayed by his own king and soldiers with a secret alliance iwth Wano to take him down, after decaminating more than half of both armies, he was finally able to take down, by pushing him into the ocean, drowning him to death.
