The Penumbra Kingdom, also known as the Kingdom of Shadows (?), was a powerful Kingdom located in the North Blue. For over 100 years, the Kingdom remained undisturbed, expanding their commerce as they traded their unique resources with other Government affiliated nations, and developed a formidable military and technological advancements.[1]

Due to the world encompassing conflict known as the War of Empires, the Kingdom was forced into the war despite their remote location in the far north, and subsequently destroyed, with its people completely annihilated. A formidable pirate alliance that had once sided with the Yonko, once they foresaw the defeat of the pirates, sought refuge and set their sights in the natural defenses of Penumbra. Unbeknownst to the alliance, another formidable crew followed them all the way from the New World, resulting in a three-way battle between the two pirate forces, and Penumbra's military.

Despite the pirate alliance being mostly defeated after a 10-day siege, their leader, Mad Plague, a former resident of Penumbra, unleashed the deadliest of his bio-weapons which eventually ended in the Kingdom's destruction. Despite the Marine response nearly two weeks after Mad Plague and his allies arrived, the nation was already devastated and its citizens doomed to madness and plagued by an incurable infection that would spread to any who would set foot on the island. After deliberation, the World Government quarantined and later destroyed the Kingdom in order to prevent the deadly diseases from spreading across the North Blue.

Penumbra's remote location near the north pole, their impassable cliffs and mountain ranges, and the rough weather and waters that surround the island provided the nation with near-impenetrable natural defenses that allowed them to remain safe for over 100 years. The nation barely receives any sunlight as well, being surrounded by dark clouds and a deep mist that makes travel extremely dangerous, yet not impossible. Despite these odds, Penumbra developed formidable sailors and ships which allowed them to undergo trade and commerce with neighboring islands and even with some Kingdoms on the Grand Line.

While their natural defenses made Penumbra near-impassable, they had also developed a formidable military that protected their borders and their trade. Due to the great natural resources that existed in the island, criminal organizations would still make attempts at their sources of trade, and so, the "Shadow Knights" came into being shortly after the nation was founded around a century ago. While these capable warriors remained in the Kingdom or traveled with their merchants for protection, a secondary, special operations unit also came into being, in order to protect the royal family and their interests, known as "The Crows".

These units composed the bulk of Penumbra's military, and were known to train in the nation's rough landscape in order to strenghten themselves. Despite their location in one of the Blues, the nation's military proved capable enough to contend against a New World fleet of veteran pirates for around 10 days, and were only finally brought to their knees once a deadly bio-weapon was put to use by the enemy as their trump card.
