Payne Elivia[1] is a deadly scientist operating in the North Blue. Commonly going by the name Liv, though she has a title of Dr. Payne thanks to her occupation. She is quite unhinged with her methods and specializes in genetic modification. Though she also has knowledge of cybernetic augmentations, such is evident in her own mechanical arms.[2]
