Noguchi (?), sometimes referred to as Drifter (?), is a Pirate and the Captain of the Drifter Pirates. During his debut in A Slow Dance, Noguchi obtained the Noro Noro no Mi, making him a Noroma Human (ノロマ人間 Noroma Ningen?).

Noguchi ate the Noro Noro no Mi, a Paramecia-type Devil Fruit which allows him to emit a beam of photon particles with the ability to slow down anything it touches, whether it is living or not. This slowness effect lasts for 30 seconds. When he first got the Devil Fruit, he was shown to trap someone in slow motion, hitting them without them being able to defend themselves. Any hit that his target takes in slow motion will return to normal speed after the 30 seconds duration, making them experience all the accumulated strikes when they return to normal speed.

During the events of A Slow Dance, it was shown that Noguchi was the leader of a criminal group named the Mist Vipers, that ruled parts of Nagisato Island, rivaling that of the Coral Spiders. The Mist Vipers would eventually gain full control over the Island, after Noguchi got his hands on the Noro Noro no Mi, tipping the scales in their favor.

After which, Noguchi wanted more and more, making his way to the sea for the first time in his life together with some members of the Mist Vipers, forming his crew in the process. During his early days as a Pirate, Noguchi and his crew would travel to many different Islands located nearby Nagisato island, gaining him the nickname of The Drifter (?), now shortened to simply Drifter (?). This nickname would also be the namesake for their crew, the Drifter Pirates.
