Fujin Neiro, also known as the Ring of the Almighty for his singing skills and the nature of his abilities, is a World Government employee currently working in Impel Down. Hailing from the Sky Islands, Neiro was a monk who came across a LAUGH at a young age. Coming to the Blue Sea, Neiro sought to find a fruitful career, but ended up getting swept into working for the World Government. He was promptly placed to work in Impel Down, but he does not let it stop him. Neiro can occasionally be witnessed singing or playing music to the inmates or his coworkers.
He holds the position of "Head of Surveillance" within Impel Down.
Appearance[]
Neiro is a dark-skinned and tall young male. He has a lean and athletic build. His eyes are a bit of a cloudy, silvery color - leaving many to think that he is blind, but this is not the case. Usually they tend to be hidden away by clear goggles. His hair is kept in raven-colored braids and tied into a ponytail at the back. Neiro possesses the standard Sky Tribe wings on his back, but they seem to be larger then the regular ones implying that they may not be vestigial.
Personality[]
Neiro is a calm and composed man. Despite his position, he seems to be in a good mood most of the time, eerily so. Even working in the world's toughest prison, Neiro seems to be a kind soul, which leads him to tend to try to see the best in others and his surroundings, going about his duties with care. Neiro has been known to force his songs onto others, and regularly blasts his music into the cells, much to the delight - or dismay of the inmates. Being cooped in Impel Down has made him long to see the world; Neiro has expressed interest in working for one of the Cipher Pol sects someday, as he can see the world while still working under the government.
Retaining aspects of his monk life back on the Sky Islands, Neiro is religious and regularly prays for prisoners or those about to be executed, even his own opponents, tending to show respect and honor in battles. This all implies he believes in a more refined sense of Justice.

Neiro is an average Haki user, but being a monk from a Sky Island, he was made aware of it from an early age under the name 'Mantra', to which he was trained in it, becoming a prodigy in terms of Kenbunshoku Haki. With his Devil Fruit, he can also manipulate sound waves in order to expand his observation field, in order to keep great watch upon prisoners and happening within the facility. This makes him an especially dangerous user of Observation Haki, and is part of the reason he was selected as head of surveillance.
