Being a Manager of Blackrock, Dr. Gates has a heavy influence in the underworld, as his title carries some sort of authoritative power. He is in control of the manufacturing of cargo and products for the Blackrock company and has a large inventory of goods and supplies that flows through his hands.
Not only is he a manager but he is also one of the Rulers in Metropolis giving him control of a large portion of the island, turning it into his domain. Dr. Gates is also an engineering genius, having studied at Punk University, and after consuming his devil fruit, his mind was turned into a master engineer and builder. The doctor's experiments have granted him superhuman abilities and enhancements making him a dangerous cavoite of power.
Gates has produced technology capable of synchronizing itself with nearby technology and then being able to download and project the file data into holographic form. He has also developed a means of interactive holographic technology that allows him to interact with it.[4]

The City Needs Me[]
Dr. Gates appears in The City Needs Me Arc, which covers the underworld crime syndicate going on in Metropolis. Gates is revealed to be a Manager of the large underworld company known as Blackrock, while also being a member of the Gotti Family, which was still left unclear. He arrives at a warehouse in the Gates district and meets with Robot Veros, they discuss the Chimera Serum.[5]
Gates explains that the formula needs to be reconstructed and built from the ground up, suggesting that offering a transformation could be the thing that is holding them back. He then uses his technology to create a DNA holographic display and begins to assemble a new design from scratch. We are first introduced to A.Q.U.A which seems to be an artificial database of some kind.[6]
Veros and Gates argue amongst each other about how they should go about making the Chimera Serum. Gates then challenges him in a game of science to see whose serum is better. [7]
