Branching Rivers is an organization created by Cipher Pol to expand their intelligence operations. As the members of Cipher Pol are relatively few in number the need for more rapid response intelligence gathering and undercover grew and thus this organization was created.

Prior to the War of Empires Cipher Pol became increasingly concerned with the prominent rise in notorious pirates, and the lack of critical information and intelligence regarding their movements, abilities and alliances. In order to address this short-coming Cipher Pol devised the creation of a subdivision of agents who would answer directly to the leadership in Cipher Pol. This organization would draw from the Marines directly, selecting Marines who possessed the traits, and characteristics to gather intelligence and operate as undercover operatives.
The purpose and structure of Branching Rivers was created as a means to generate broad intel allowing for the elite members of Cipher Pol to be assigned to missions of actual critical importance. In this way they could focus solely on executing their missions while also creating a pool to select Marines for induction into Cipher Pol should they show promise. This operation was created in late 1616 and became fully operational in 1617, one year before the great war.
