Admiral is the second highest rank of the Marines, senior to all other ranks save for the Fleet Admiral (元帥 Gensui?). There are only three Admirals serving at a given time, along with the singular Fleet Admiral. In light of their status as the strongest Marine officers, these four are considered to be the World Government's Greatest Military Powers (最高戦力 Saikō Senryoku?): the strongest individual fighters that it can deploy to deal with threats.

Admirals have mostly free reign while on duty, being able to go where they please if their presence is not required elsewhere. They are one of the few people authorized to order a Buster Call, the World Government's ultimate military action, alongside the Fleet Admiral, the Commander-in-Chief, and the Five Elders. They may also bestow this privilege upon their subordinates by entrusting them with the Golden Den Den Mushi necessary to summon a Buster Call.
Additionally, Admirals are directly subordinate to the World Nobles. If one of them is harmed in any way, an Admiral is to be immediately deployed to thoroughly destroy the assailants, with failure not being tolerated.
Admirals may freely revoke a Shichibukai's title if they deem it necessary and with sufficient evidence to back them up.
